Ingredients
  

Base Cookie Dough Layer

  • ½ cup butter (softened)
  • ½ cup brown sugar
  • 14 ounces sweetened condensed milk 1 can
  • 2 cups all-purpose flour (heat treated)
  • ¼ teaspoon salt
  • ¾ cup mini chocolate chips

Topping Chocolate Layer

  • 1 cup milk chocolate chips
  • cup heavy cream

Instructions
 

  • Line an 8×8-inch pan with parchment paper and set aside.
  • In a large bowl, cream together the butter and brown sugar until smooth.
  • Add the sweetened condensed milk and mix until well combined.
  • Stir in the heat-treated flour and salt until the mixture forms a dough like consistency. Fold in the mini chocolate chips.
  • Press the dough evenly into the prepared pan. Refrigerate for at least 4 hours (or overnight) until set.
  • In a microwave-safe bowl, combine the milk chocolate chips and heavy cream; melt in 30-second increments, stirring until smooth. Pour the melted chocolate mixture over the chilled dough and spread evenly. Chill again until the chocolate topping is firm.
  • Lift the bars from the pan using the parchment, slice into 16 squares, and serve chilled. Store in the refrigerator.

Notes
